1. Referendum law returns to Parliament
At President Félix Tshisekedi’s request, the National Assembly plans to reconsider the law governing how referendums are organized. The UDPS has called marches for September 22 in support of that law and the proposed national dialogue. An opposition party says security aide Manassé Lomboto died after being injured during Tuesday’s C64 demonstration; responsibility for his injuries has not been established. No referendum has been scheduled.
2. Government-aligned forces claim further gains in Masisi and Walikale
FARDC-backed forces reportedly took additional positions near Ngungu after the previously reported capture of Miko hill. They also reportedly retook Mindjendje in Walikale. Fighting continued around Kasake, and control of the individual positions remains unverified.
3. Ebola’s decline in Ituri has not extended to North Kivu
National biomedical-research director Jean-Jacques Muyembe says Ituri’s Ebola case curve is descending, while North Kivu’s is still rising. A reported national peak therefore does not describe every affected province.
4. Displaced families remain in need in Walikale
Local reporting counted 17,755 households sheltering in Waloa Loanda after they fled August fighting in neighboring Masisi and Kalehe. Host families are providing much of the shelter, and health facilities in the area report medicine shortages.
5. Ministry operating payments near annual allocation by midyear
By June 30, payments for ministry operations had reached 94 percent of their full-year budget. Payments stood at 43 percent of the annual education allocation, 34 percent for health and 31 percent for environmental protection.
